no one says they should be held responsible. all they should do is acknowledge that this wasn't a tragedy or an accident and blame destiny for what happened that day, it was their fans killing 39 people. years of silence and denial (still unredeemed) make the club's hands covered with blood just as much as those of their supporters who caused that "tragedy".
