Yes you can start. Book a weekly lesson with a drummer and kit. Buy training pads for daily practice until you give up forever or buy a drum kit and house extension / aircraft hanger

I started off by downloading Stick Control for the Snare Drummer by G.L. Stone and just doing rudiments on my thighs or on my mousepad. Other great books are Realistic Rock, Accents and Rebounds, Syncopation for the Modern Drummer, 4-way Coordination, lots more but for starters just download these, if you use them properly you can get hundreds of hours worth of exercises out of them. Also check out drumeo and just play along to songs you like. For your first kit I'd recommend looking for second hand cause drums can be real expensive and you also need hardware and cymbals. Weekly lessons are a good idea too.

always get wood tips, plastic tips shatter after a while, and its no fun.

Pro tip: don't ever pay for lessons, there are sooo many free lessons on youtube. Practice when you want to practice, don't force yourself to do so.
