Maradona played in arguably the toughest league of all time.
That aside, it's not really fair to teleport a player from the 80s to the new millennium and expect him to do well, because the game has changed a lot.

Man Utd won the league and got to another CL final just a year after he left, and that was with not signing anyone good with the 80m they got for him. They carried him more than anything.

It's based on most of the worlds elite players all playing in the league at the same time, spread out around about 6 teams and italian teams making up the majority of european finalists during the period.

And it's a fact it was the most defensive era. It was the lowest scoring era in football, and it was when there were only 2 points for a win (making draws a lot more desirable than now), you could still back-pass to the GK, the offside rule favored the defender rather than the attacker and defender could still get away with kicking you all over the pitch.
