This is just reducing OP's question to its most mechanical level. It actually deobfuscates the question and makes it easier to debate on values.
If you place liberty and honesty as the absolute highest moral imperatives then this phrasing makes it clear that no, nothing which contradicts those values could possibly ever be justifiable.
There are some things that you might value higher than liberty and honesty but don't apply here, for example. You might deprive someone liberty if it were to save a life, or lie to someone to save a life. It's considered reasonable in many societies to value innocent life more than liberty or honesty.
So all you have to do now is list out all possible positive outcomes of what Bellweather was doing, then weigh them against honesty and liberty. If none of them is better than those two things, she's not justified.
