It's because it's impossible to regulate Sup Forums. The sheer volume of posts on this board coupled with the relatively small number of moderators makes the task of moderation extremely difficult. It's the reason Sup Forums has remained largely lawless for years, the mods consider it free game for the most part because there's other boards that can be more effectively overseen. The only way shitposters get banned is if they're reported and even then there's no guarantee. Although on a sidenote I remember back in 2017 I saw a logposter get banned randomly and it was hilarious, people kept saying how badly he got BTFO'd.
