I do believe there are always exceptions to the rule. I will say at least from my own experience with meeting a lot of different people that those who have many tattoos, male or female, tend to be trashy. The same can be said for people who dye their hair all sorts of weird colors.
The saying of 'don't judge a book by it's cover' is bullshit at least in terms of people. A person has to make a conscious decision on their appearance. They are making an effort to step out of 'the norm' and want to make some kind of statement. Definitely a red flag.

Depends on the tattoo and reason behind it. If it's a tat you got just to get a tat, then that's degenerate. If it's related to your heritage, your family, or say you served in the military then I don't see anything wrong with it. Placement is important too. Neck, face, and hand tattoos are automatically degenerate. So are those stupid behind the ear tattoos.
