There was a Seven comic series put out a while back that took a look at John Doe and his victims. It suggested that, at first, they weren't part of any plan. He started watching Mills just because he was the investigating detective, and then John caught himself becoming envious of Mill's life. He tried to purge himself of the sinful thoughts, then realized he was meant to be the Envy victim himself.
