If that is going to be one of your criteria, then the amount of people that are going to meet it, can probably be counted on one hand.
During his playing days, Rijkaard was known as one of the more intelligent players around. So was Gullit, who was so clever, he could start an attack at CB, moved it forward as a midfielder and finish it as a striker, could've played anywhere on the pitch and usually did.
A thing also is that in youth football, some teams tend to see physical ability and mistake that for talent.
And when a big, black kid comes in, they tend to develop him as a physical player and not as a tactical player, because they assume that's not where his strengths lies.
Unless that kid is incredibly skinny, like Wijnaldum, who is more known for his technique, on-field intelligence, off-the-ball-movement and spatial awareness than for his physical prowess.
