That makes sense. For us I would say rugby is perhaps slightly more popular than tennis in terms of year-round support for club teams and stuff, but as you say, it's different demographics, and obviously Wimbledon is one of the biggest sporting events of the year on TV.

licences are extremely tricky to consider, though

Some years ago, in order to make their number bigger for dickwaving contests, the handball federation started to deliver "one-day licenses". Like when a club set up an exhibition tournament for city events like garage-sells, or fund gathring for some NGO, beach-handball tournament in summer, or stuf like that, they give this kind of licenses to the random guys who show up for the fun as casuals. And in the end, it represented a significant increase, but they're nowhere near being significant for the actual popularity of the sport. As an example, I know that in some regional federation those licenses could represent as much as a third of the yearly numbers.

As you can imagine, when they saw this little trick, the other federations (basketball, volleyball...) reacted and started to deliver their own versions of those licenses.

Also, well, equitation is so high due to the overwhelming number of middle-class little girls who want to ride ponies in poneyèclub for a year then stop.
