Because most women can skid by on sex appeal. Why work hard to be a good rapper when you were born hot enough to marry someone who will provide for you? Even the so-called "successful females" are the same way. Most female "musicians" are hardly musicians at all. They're sex symbols who have everything written for them and edited in post. Most true female musicians are ugly as fuck and they need some talent to cover for their lack of sex appeal.
Newsom is the exception to this rule because she's hot and she's a very talented songwriter.

Missy Elliot is good.
There were a little more female rappers earlier on but by the time it was really big mid 90s you see less, like, fat female rappers who rapping about being badass and one of the boys, and more hooker pornstar rappers bragging about how nasty dey is and how dey can handle dat dick.
Elliott was kind of a combination of both of these, tough and badass, and genuinely crazy gifted, but also doing getting into that Lil Kim raunch style. Y'know it was just the late 90s and that was the style with them and rap moves in waves of collective styles.
After her you didn't really see female rappers much at all except for a few novelty rappers.
