your gov can't ban 'vpn', many govs have banned specific encryptions like aes-256 but they wont ban them all, even with a weak encryption like 3des you can be almost completely safe with perfect forward secrecy enabled which jumbles the encryption key everytime you connect so it would take considerable effort to snoop on you
