The only problem is when he clearly enters private property, but it looks like when he is asked to leave he does so (except in a few instances).
I would say the number of times people break the law trying to "stop" him far outnumber the times he has actually violated privacy laws.
He gets assaulted several times, is the victim of mischief, a few people uttered threats to him or his property, and a bunch of 911 act offenses for improper use of the 911 service. The one chick "having a bad day" should have probably been charged for assault, she clearly lays her hands on him several times without his consent.

No no. He's aggravating/frightening random people for no good reason. They don't know who he is. They don't know why he's doing it. They don't know what his intent is. He could be a rapist or a serial killer for all they know, and he's capturing them on film. He's a sick man, whether his intentions are dangerous or not. Reasonable to be uncomfortable, yes, I think that's the entire point. We should be uncomfortable about being filmed all the time, everywhere we go. How do you know the security guard checking the video cameras at the mall isn't a rapist or serial killer? Just because someone isn't in your face with a camera doesn't make it any less intrusive.
The fact is, just because you're uncomfortable does not give you the right to break the law. Unless you can prove that his INTENT is for criminal purposes or otherwise against the law (pro-tip: it isn't) then there is absolutely fuck all you can do.
The irony is, most of the businesses that he enters probably have signs posted stating "WARNING: These premises are under video surveillance." Law has established that by entering a premise with such a sign, you are consenting to being video taped. Public spaces don't even need a sign. All of these people claiming "you can't record me" don't seem to understand that they're consenting, by default, to being video recorded everywhere they go every day.
