Voldemort was never evil from start to finish. He just wanted to preserve magic in the world by not mixing magical blood with muggle blood which over generations would cause an extinction of magic.

Also he wanted to stop having to hide his obvious superiority to humans. Magic would be able to help humans and the world, but not if its forced into the shadows.
