Why does it matter whether someone can properly play? If you end result sounds good, then it's fine. How much effort or talent isn't important, the destination is more important than the journey, this is a basic musical principal that everybody should know. So what if someone can't properly play and uses pedals to hide? If it sounds good, there's no problem.
