Not entirely true. While drugs can always be found, many are unlikely to work with an outsider/tourist. Those that are willing usually have poor product or are selling you short.

It's pretty enforced. No more than the States though, and their laws on it are much more strict.

Critics are retarded because amphetamines were sold over the counter in America too, well into the 50s. It didn't become a schedule 2 drug until the 70s.
