the murderer was never found, the killer looked like a normal guy just like the viewer, at the end he looks at the camera because he know that the killer will see the movie.

Ending where he stares into the camera means the killer is out there somewhere.
It relates to that real life situation where criminals are not caught and could be anyone like a neighbor or some person next to us on the train.

I thought him staring into the camera/into the distance was realizing how much pain and death they caused in their misguided rampage for "justice". Then again I also read that the two protagonists were supposed to be analogous to certain corrupt officials in Korean history so that might make sense. I really like this movie regardless
