It exhibited Melfi's moral high ground yet also exposed her own revenge fantasies.

To establish her restraint and professionalism when she doesn't sic Tony on her rapist.

Her not telling Tony is one of the moments that sets this show so far above everything else for me.

Any other show would have had Tony kill him.

It showed her considering the temptation of revenge but rejecting it outright as immoral. This helps to demonstrate the Melfi could be a good moral compass for Tony provided he could resist the temptation of power.

sopranos isn't supposed to be a satisfying story that ties up loose ends and gives you what you want to see, the characters aren't predictable

That's the fuck of it, isn't it? His first offense, blah blah, chain of command, he got away without any repercussions. The justice system failed, that's all she has on her side, and why the mafia kind of began to exist in the first place (if certain explanations are to be believed)
