Preaching never goes over well unless people want it before hand. If people want to feel guilty and ashamed and called out for it in some odd masochistic hope of somehow feeling like they've paid for their mistakes (by being yelled at or publicly shamed? I don't get it. It doesn't actually rectify the situation) or lording over those who have when they did not, it's appealing to the worst and most hypocritical instincts a person can have.
All PSAs do is highlight a problem (which may or may not be important or fixable) and then preach about mores that the audience may or may not agree with but won't change the person who disagree's minds (it will most likely make them laugh and further their convictions).
A complete and utter waste of tax money.

I remember seeing an HIV/AIDS PSA that had a song that had the lyrics "Boom Boom Boom let's go back to my room we can do it all night" and a rhyme with alright. Can't find it though. I can find the song but not the ad. Also TLC's Waterfalls video was basically a 4 minute PSA.

a lot of the 1980s-90s Partnership For A Drug Free America ones are really simple and creepy. Basically Reagan told them to scare the shit out of kids during the JUST SAY NO era, which unsurprisingly gave way to the biggest drug taking generation they'd ever seen. The imagery is memorable though.
