I think it's because of Québec (at least for what is written in French in everyday life).
For passport, it's because French was the language of diplomacy and when passport were introduced, it was considered more practical to have French + local language on it.

Thanks. Im obviously not a native speaker of French so excuse my anglo mistakes. Actually Cajun and Acadien accents are related to Quebecois spoken in Canada since they are basically dialects of old french which hasn't evolved like continental French
