The top teams enter at later rounds in the competition, so it's not like PL clubs have to beat 10 teams full of part-timers to reach the final. Unlike the League Cup, FA Cup fixtures are usually scheduled on weekends when PL football isn't played. So teams don't have to worry about resting their players as much. The FA Cup is also the oldest football competition in the world, which gives it some additional prestige. The FA Cup used to be a lot more prestigious when the final was one of the few football matches that was televised, although ever since Premier League became televised the FA Cup slightly lost its performance.
