Siggy is clearly a far superior player to the likes of Barkley, who, if sold, could make up for much of the transfer cost. Aside from having better vision and ability as a playmaker and goalscorer, Siggy is also a set piece specialist which I believe Everton are in need of. If Koeman gets him, even at the absurd price Swansea are asking for, it will be worth it for Everton as it might be the difference between them getting into the CL next year or staying as an EL tier side.

Because I don't recall another hyped youth player for the midfield. I don't follow the youth team, but the only other cm Chelsea has that played a decent amout of real football I can think of is Pasalic, and I don't see Chelsea using a complete kid as fourth midfielder.
