A system to avoid shit unknown teams like Chelsea and City being turned into what they are now by spending over £2BN each in 10 years. The problem is, FIFA didn't want to damage these guys potential to compete so made it so new chequebook clubs can't be made, but the established ones can continue unhindered and actually improve better than before because they can buy all the lower end teams best players and get round FFP by making shell companies and so on. Liverpool, Spurs and Arsenal are the only Top 6 teams which are trying to live in their means. Expanding their income through legit shit (price hikes, stadium expansions and so on). United, City and Chelsea just spend spend spend and get round it by having companies pay them to use their facilities (massively overcosted shit) and IP rights and so on. This all comes from the same source, the chairmen.
