I was in Spain like 20 years ago and I remember plenty of people speaking English.

-French, not English, was the default foreign language taught in Spanish schools until the early eighties.
-Spaniards dislike England and the English for historical, cutural and religious reasons.
-The Spanish education system never cared much about foreign languages.
-Learning English was by and large unnecessary back when Spain was an isolated country.
-Spanish media/entertainment has a large market in Central and South America that makes films/books/albums made in Spanish profitable on their own right.
