The US now requires a mandatory gun safety course for all U.S. citizens. upon completing the course (and a mental health screening), the government issues a concealed carry licence and a basic sidearm to that citizen. Owners if current guns also get this free sidearm upon completion, and no guns are taken away.

That's already how filing for a concealed carry permit works, minus the mental health screening, you buy your own sidearm, and you must be at least 21 (at least in my state)

Their will be a slight increase of the proportion of fatalities as a result of crime towards being done with guns, however, overall crime rate will plummet long term, as criminals will either be shot after a few months/year in self defense, or hunted down by the police in response to shootings, and the remainder of society will be too terrified to commit any sort of major crime.

Unless your talking about a background check that looks into your medical history which right now is illegal to divulge but also a conflict of impartiality would arise with regard to who is and for how long considered mentally unstable which conflicts with our constitutional statutes the same way banning firearms does.
