It should of been sold as 7 shows. 4 shows with 2 quarter finals, 2 shows with 2 semi finals and the final. 14 shows makes the cards too weak and it too spread out for broadcasters. Keep it to UK, Germany, Russia for locations as well.

If the fight's in the UK, as it should be, it won't be PPV in the USA and Showtime won't pay more than $3m or so for the license fee. PPV in NZ is irrelevant because it's a small country.
