No. Relativists are running on the assumption of equality they've absorbed from the general milieu of modernity. If you mention some quantitative way in which x is better than y, they'll just attack the idea of standards themselves, which should tell you a bit about the kind of person they are. Hip hop has the least artistic merit of any genre of music. The best hip hop album can barely be compared with an average composition. That doesn't mean that hip hop is not enjoyable, but it is the equivalent of watching a childs cartoon or eating candy.

Hip hop has an incredibly high amount of repetition with regards to the music. Straight up repetition lowers the artistic merit of a piece of music. Even classical minimalism that relies on repetition like Glass or Reich has subtle changes over time, or complex things like phasing going on.
The main artistic merit of hip hop is in the lyrics, everything else is backing. Classical also has lyrics but the music actually reflects what is happening in the lyrics at all times.
Look at Strauss' 4 last songs and see how the music changes to underpin the meaning of the lyrics at all times (you'll need to find a version with English subtitles to fully comprehend this)
Hip hop tends to repeat a beat and rap a bunch of stuff over it. The beat never underpins the meaning of the lyrics but rather serves as a rhythmic constant for the complexity of the lyrics to exit over.
Here's the Strauss example: Perfect unison of lyrics and music - the music react to the meaning of the lyrics at all times, embellishing, underpinning the meaning.
