They banned state travel to Texas, Tennessee, Kentucky and a few other states simply because they don't like the fact that they are red states (in addition to losing companies to these states). Much of the reason companies leave California is not necessarily because of the strong regulations (because we have had those for a long time and we still became strong) but because it has grown too competitive for most businesses and it is cheaper to move to places with little business to speak of.

California has very high labor productivity and nominal wages despite the regulations which undoubtedly hurt output, so whatever problems it has they do not include too much business capital leaving the state. The inability to convert the huge amounts of capital that have flown into CA real estate over the last twenty years into houses for people to live in is the big thing
