I'm not really sure what you're trying to say, obviously when you have an unstable V chord you'll probably substitute unless you want the song to sound overly dissonant. It's the reason Locrian is, pretty much, never used.

this is right but also very wrong. A chord is 2 or more note played at the same time. C E G would be a triad, which is a chord, but C and E would also be a chord. CDG is a chord. G G# D is a chord too. C E G B is also a chord
