I was actually pleasantly surprised with him. He was the head of the evuhl operation, but he did have a conscience and wasn't just some coperate dick.
He still authorized the removal of the natives and the blowing-up of their home, but you could tell he felt bad about the entire affair.

Just like it happens in real life, no one goes for the genocide as the first option, they start by pretending to be friends and peacefully remove them from their home land
