I think that's more of a motivation problem though, at my school everybody had to take french and only a small part of students got to a conversational level.
In school we had ~800 hours mandatory, which should be enough according to the dod list to be fluent. Yet only about a tenth or so actually arrived at what I would consider B2.

I already posted this in the DJT, but you guys might be better for nuance stuff:
"そうするべくつくった仔" means something along the lines of "Offspring created for the purpose of doing so", but can the つくった in it be also be interpreted in a way that would make the sentence mean "Offspring raised for the purpose of doing so"?
I ask because つくる is usually used to mean "create", but "raise" and "train" are listed as alternate definitions. But I'm not sure if a native speaker would use it in context of the latter sentence above.

I don't know whether the 仔 is a human being or not. Usually 仔 is used to indicate it is not human but young mammals.
