the enemy has flying nazgul you idiot. not to mention the risk. if the eagle flies into mordor, and some orc saw it from the ground, he'd call up all his orc friends to shoot the damn thing. and you also have to aim your throw into the lava. miss it and it's over. also, if you tried to land your eagle on the perch, every orc in mordor would be alerted since they saw it and the nazgul would all come flying straight for you.

i forgot to add the eagle are reluctant to get the ring to mordor. they don't want to be involved in the troubles of plebs. they only assist when they wish and when there is someone involved that they trust, eg. gandalf
