He's wrong and Trump is right. If you think that overhauling trade policy is primarily about bringing back manufacturing jobs, you're not seeing the forest for the trees. The fundamental idea at work here is that the government ought to consider the interests of the governed when setting policies.
For example, unless the government is willing to bar importation of goods made in dangerous Asian sweatshops, then all the laws governing workplace safety in the US serve no purpose but to tell American businesses to offshore production. On a similar line, it is absolute insanity to think that the fiscal health of the government is helped by flooding the country with uneducated immigrants who are going to strain social services to such a degree that their net contribution is likely to be negative.
Free trade was only an objective of the US in the early 20th century because the British Empire tightly controlled a huge portion of the world economy. The US payment for WWII was that the British Empire would be dismantled and we would gain access to those markets.
