It's pretty much drying up now, but basically they were a shit tier war torn country with nothing but impoverished uneducated nogs and a government and higher social class composed entirely of war generals and their families who suddenly stumbled upon a shit ton of oil money and started building tons of shit. Having zero fucking qualified workers in the country they brought in a bunch of Portuguese and Brasilian people and paid them stupid salaries with said oil money, since they're the only Portuguese speakers with access to an actual education.

Angola has a completely uneducated labour base and a lot of resources, it can educate people until it has a decent enough skilled workerbase but that will take a long time. It can hire skilled workers to do the work and use the money for development but resourcedevelopment is incredibly unreliable whether it's oil, minerals or farming because of price fluctuations. So even with states that are on "the right track" oil prices getting bombed can often kill the budget let alone the fact that budget rely on what if's based off financial estimates and world politics.
