Because it's just intended to sound good. Very rarely does video game music have a message that it's trying to convey and as such cannot be discussed in the same way that most other forms of music can be.

Also, it's the same rule as always: if you're good looking, you can be listening to any kind of cheesy or quirky shit and girls will think you're cool and original.
If you're bad looking you will be a laughable nerd, whether you listen to video game music or p4k's top 10 bullshit.
Anyway, as far as video game soundtracks go, many of them were composed by famous artists.
You have Sonic 1 and 2 which were composed by Nakamura from the legendary J-pop band Dreams Come True, Mother 1 and 2 composed by Keiichi Suzuki of one of Japan's most prominent new wave/art rock band Moonriders, and Ghost in the Shell on PS1 has an amazing soundtrack of pure techno (mostly german techno), produced by Japan's techno god Takkyu Ishino and including all original tracks by veteran techno producers like Westbam, Scan X, Hardfloor.
The Mario games themselves have a lot of great spins and twists on ragtime music which makes them interesting.
Thinking video game music can't be appreciated on its own is a kind of disconnected opinion.
Michael Jackson even did music for one of the Sonic games (can't remember which) but it was later scrapped/reworked. Some of the songs sound just like MJ songs that were later released. Saw a video on youtube about it some time ago.
Sonic 3 & Knuckles. Yeah Michael was supposed to be the composer, but it was actually his music crew (who also composed and arranged/produced stuff for him). And yeah, the ending song of Sonic 3 is actually a faster version of Stranger in Moscow, and Sonic 3 came out before the song.

A major problem is that game music is constrained in ways that generally make it worse. It's done on a tight schedule, made to support some external narrative, and often with some shitty sound hardware. For the ones that were made by known artists, they're not generally among their best works.

It really depends on the game. Just like regular music records, some are good, some are bad.
I think the title track of GitS is one of the best tracks by Takkyu Ishino, and he's got a lot of good shit, but that one is just amazing.
Anyway the point was that thinking video game music can't be good or worth of praise is outdated and just plain wrong.

Yeah but it's like film scores or music for commercials or TV. It's by definition subservient to some other medium, so it can't really take advantage of the full range of what music can be. Some library music is still killer though.
