The basis for how most any american genres of music works is based on the 12 tet system invented in China around the 27th century BCE. The theory behind how music works was Started long before america was even discovered by Europe. If america really wanted to be the best country for music then they'd have to create their own musical system which the populous of the planet like more than traditional 12 tet and common theory. American music is based off of the ideas that describe primarily European music hundreds of years before america was invented. All american music is simply an (extremely) altered version of European Classical but the roots are still there.
Note also that what people think is "good" is extremely subjective thereby disallowing one genre or any number of genres to be "better" than others. Your statement of america being the "BEST COUNTRY FOR MUSIC" is falsified by the intense subjectivity of art.
