He only does it for that. You guys make fun of NFL teams for moving cities and you're right. He moved the Rams for no good reason besides that LA has a larger fanbase and would make him more money. The Rams had a solid fanbase of loyal fans. There are some owners that refuse to move teams even though they don't make too much money from their teams because they care about the fans/city, like the Jaguar's owner. Kreonke is a piece of shit.

The early/mid-2000s was a time when matchday revenue was the biggest source of financial income. Since Highbury had a fairly small capacity, Arsenal decided to build a new stadium. They received no state funding for building the new stadium and they didn't have a wealthy owner to bankroll the operation. So they funded the move via loans and naming rights. Since they had loans that needed to be paid back fairly regularly, they had to spend very little money during the transfer window and they had to sell their best players. To make things worse, Stan Kroenke bought the club and refused to put any money into it after his initial purchase. So Arsenal had to continue to fund itself while paying off these loans. By 2013/2014, their long term bonds had ended so they could afford to keep their good players and spend a little more. But by then, Chelsea and City had joined the title race, United continued to stay rich and the vast increase in broadcasting revenue meant that players became even more expensive in the transfer market.

David Dein, the former vice-president of Arsenal, made a great partnership with Wenger for the first half of his career and was responsible for signing a number of key Arsenal players such as Bergkamp, Vieira, Henry, Sol Campbell, Fabregas and RVP. When Arsenal was considering a stadium move, Dein wanted Arsenal to play at Wembley while the rest of the board were in favour of building a new stadium. He was also in favour of Arsenal being bought by a wealthy benefactor, something that the rest of the board didn't want (although the shareholders sold the majority to Kroenke a couple of years after anyway). When the Emirates move was finalised, Dein left due to a difference of opinion. He used to share a lot of the workload with Wenger but after he left, he was never really replaced and Wenger ended up doing his job as well as managing the team.

So Wenger was forced to manage the club with a shoestring budget for a number of years. To top it all off, Wenger is a very stubborn man. He's set on playing his style of football, even if he hasn't got the players to do so. He places a lot of faith in his players (for better and for worse) so it takes a long time for him to bench or sell an out-of-form player. And despite Arsenal being in a much healthier position financially, he's still fairly reluctant to spend big money and runs the club as if they were still in their 2006-2014 phase. He was probably the best man for the job during Arsenal's difficult years and did a good job staying in the top 4 throughout. But now Arsenal should be challenging for the title and Wenger probably isn't the man to do that.

In hindsight, it would have probably been best if Arsenal had waited a few years for the new broadcasting deals to kick in (either by staying at Highbury or temporarily moving to Wembley). In this ideal world, Arsenal would have built the stadium for a lot less money, Usmanov would be the owner instead of Kroenke and David Dein would still be at the club. Although hindsight is 20/20 and no-one could have predicted the ridiculous increase in TV money.
