FIFA is an awful sports game. Every AI controlled team plays with identical tactics and every player feels the same except faster or slower. And it's been essentially the same game for over 10 years. If 2K ever made one of these EA would be BTFO yet again just like with NBA and NFL.

PES has better gameplay though, the AI is way better, the animations are more fluid and the mechanics in general are better. Of course there's also the fact that faces in FIFA are just really really bad
