The second is the state of publicly-run (ie government-run) institutions, which generally fail and under-perform compared to their private competition.

A city is unliveably expensive: people move elsewhere. Public transportation is shit: people look to Uber. Public schools are shit: people look to private schooling.

The government resists most efforts of privatizing any of these, with the rare exception of charter schools (publicly owned but privately run and staffed), and even THAT it demonizes despite the superior performance to public alternatives.

If you want cities and transportation to be affordable, privatize it. And offer it in ever color under the rainbow.
