There is a separation of these stages of music production. The mastering engineers are usually assigned by the label, sometimes the artist. Not the producer. The "Loudness Wars" is a by-product of the labels specifically giving a brief to the mastering engineers to make it loud.

This is a problem with almost all mainstream rock/pop/metal/etc.

True, but with his current status as a near elder god tier producer, I'd find it really odd if he had no say at all on how the albums he produces get mastered.

Must be a really disheartening job to work your ass off on a project, only to see it butchered in the mastering stage.
But then again, who knows how Rubin produces nowadays; at least in the case of Death Magnetic Ted Jensen claimed the mixes were already brickwalled to shit when he got them for mastering.
