That is not correct for firearms that do not fall under curio and relic. A manufacturer is not allowed to ship directly to a consumer unless they have a FFL for the purposes of selling or manufaturing firearms. There may be allowances, but if it crosses state lines in anyway and the purchaser does not have a FFL, then they have to get it set to someone who does first. Hence why you'll need to find someone who does if a gun you want at a price you want is out of state.
