First, Nerman has the skill and talent to be a team centerpiece. He couldn't do that in Messi team. Staying in Barça would have stunted his growth.
Second, in Barça he wasn't surrounded by his friends, as Messi made sure to get rid of all Brazilians. Toxic environment for Nerman.
Third, PSG has a lot of his Brazilian friends.
Fourth, PSG proposed a project for Nerman, built around him. I think they even ask him what player to buy, he probably had a part in Mbrap signing.
Nerman has the WC and Ballon d'Or in sight, PSG can offer him both: Ballon d'Or because he'll be the main man of the team, with a bench deep enough to win domestic title and UCL, and WC because he plays with 4 other Brazil NT players
