He was supposed to gradually turn spooky throughout the movies, probably as a result of old age mixed with effects of the dark side. That's why he looks so creepy in episode 2. This was dropped in episode 3 because Lucas was desperate to clumsily bridge the gap between the movies.
What I like is that the senate and the general population have no fucking problem with it. They're like

He was using the force to youthen himself to appear more friendly and Senator like. His entire deal was he had mastered a practice of the Force that could reverse aging.
Plus Mace was deflecting a bit of that lighting directly back into his face. So actual tissue trauma and no need to keep up the charade is the correct answer.
