Robocop is a satire about Reagan-era consumerism and the callous dehumanization inherent in corporate privatization, wrapped up in a sci-fi action plot.
isn't "pro-fascist" either because you start to realize how shitty the world of ST is, as well as how the government sent thousands of soldiers into a meat-grinder because of trumped-up war charges with a race of bugs on some rocky shithole on the other side of the galaxy.
OP, I am sure you can find a lot of pro-fascist movies from Italy and Germany in the 20s-40s, but, uh, hindsight shows that those stories all have a bad end.

The books really aren't though. The guy had a love affair with the military and all the SiFi writers at the time never understood it. The books are 'satire', but the guy really sounds like he wanted to serve as much as he could.
