There are many things to consider:
- taxes, inflation
- location of shooting
- amount of actual CG rendering
- possible increased costs due to other formats like 4k or 3D
- other studios are more expensive than others

Big special effects driven blockbusters can have well over 1000. Iron Man 3 had 1832 visual effects artists, though it is one of the biggest productions of all time.

1) this was a major gamble so they didnt want to spend a massive amount on it

2) New Zealand exchange rate and tax rebates

3) Jacksons background in low budget productions has taught him how to work with less (more directors need to go through this desu)

4) Monster Trucks had to completely redo its monster effects after terrible test audience results, part of the reason why its release has been delayed for 2 years

5) inflation, 95 million in 1999 is now 137 million in 2016

BL was an absolute shit of a company with pants-on-head retarded management, but the employees also played a large role in fucking themselves out of a job with their trade unions. Spent more time striking and complaining than actually building cars.

Canada Post employees seem want more than anything to fuck themselves out of their jobs.
They go on strike and instigate labour disputes fairly regularly that garner no sympathy from Canadians, generally making unreasonable demands for pay and benefits despite doing pleb-tier basic jobs. Even when they're working, they generally do a piss-poor job and can't be relied upon to deliver anything in a timely manner. I remember in one town a couple years ago they refused to deliver mail in one area because an eagle built a nest there and they were convinced it would attack them.
Meanwhile theiy jobs are just becoming more and more irrelevant anyways.
