Just to highlight how stagnant they've been, here's where every other current member was in C-USA's first football season.
Charlotte didn't have a football team until 2013.
Florida Atlantic didn't have a football team until 2001.
Florida International didn't have a football team until 2002.
Marshall was in their last season in the SoCon and in I-AA, going undefeated and winning the championship before joining the MAC in 1997.
Louisiana Tech had just left the Big West and was an Independent in I-A.
Middle Tennessee was a mediocre I-AA team in the OVC. They didn't move up to I-A until 2000.
North Texas was in their second season in I-A and first in the Big West.
Old Dominion dropped football after the 1940 season and would not re-establish their team until 2009.
Rice was in their first season in the WAC after being one of the four SWC teams left out of the Big 12.
UAB was an Independent in their first season in Division I-A, fourth in Division I, and just their sixth as a varsity team.
UTEP was stuck in the WAC cellar.
UTSA didn't have a football team until 2011.
Western Kentucky was an Independent in I-AA. They didn't move up to FBS until 2008.

This was the 08 team, not the 04 team. They lost to Tebow and his Virginal Jebus Magic.

This is pretty much true. The SEC seems to have lost its parity from 2015. I think it has a lot to do with Alabama soaking up talent.

The irony is that Bama, the only elite SEC team in years, is probably the reason the rest of them suck so much. Georgia under Richt and LSU under Miles, perhaps even Auburn under Malzahn would be thriving if Bama was only above average.

It's not a talent issue it's that every program that could realistically compete with Alabama either fired their good head coach or their good head coach retired. Miles, Richt, Urban, Freeze, and Spurrier are all gone and replaced by mediocre at best coaches. There are only two active SEC coaches who have beaten Saban (malzahn and sumlin) and they have each done it exactly once and it is likely one or both of them will be fired at the end of this year.

The Big 12 is as top heavy as ever and not much different in that respect from the Pac-12 or ACC. It's the Oklahoma schools ahead by miles, TCU a lonely third, then Kansas State and West Virginia rounding out the relevant teams. Texas played well last week but is still inconsistent and unproven with an unfavorable conference schedule, Texas Tech gave up 45 to a BAD Arizona State, Iowa State looks like a marginal bowl team at best, and the less said about Kansas and Baylor the better.
