I think you're watching the wrong league than. Maybe try the championship and League One if you want less foreigners.

It's worked for Spain and Germany. Even the US has a pretty solid NT with their homegrown talent. I think the biggest problem isn't forcing a certain number of English players it's more that the NT only chooses the "stars" instead of the best all round squad. Worked for the Netherlands last world cup and even a lot of smaller clubs now are playing good football against bigger clubs with lesser known talent because their squad is more complete than just buying to fill positions.

We're doing the right thing in terms of investing heavily into youth academies (see St. George's Park) but when you force teams to have a certain number of home grown players it really ruins things for English players. They're riskier transfers as a result, and you get panic buys for players who don't deserve it like Delph. Plus if teams have an English player available and they know a club is one player short of the quota they will take the piss with the fee they slap on said player. Or they sign some bum on a free and get a cheaper foreign alternative. Soviet-style quotas never work in any scenario.
