Any native can read this no problem. Yeah, the loops are identical, but there are only so many combinations of loops that can be used. You're looking at "л", "и" and "ш". Two consonants and one vowel. You don't even have to think or pay attention 2bh, your brain just deciphers it for you.
Not in Czechia. Ě is a pretty common sound so reading it as just E or I is pretty dumb.
