It's the uneven ground and Sheev probably can match it (if not counter it) with the Sheev spin, also Dindu while great in an even ground is nowhere near Obi One's level in mastering the uneven ground technique

In jedi school, Obi aced the different ground height class. Dindu got a C-, but got very good scores in the angry scowl class.

If one were to review all previous dindu action footage, they'd find that he was exclusively an even ground combatant. In fact, he extensively goes out of his way to seek even ground, as highlighted when he gets off the gunship in Ep. II

To add onto that, this could be seen as the reason sheev almost lost to dindu. He sacrificed the low ground to dindu, resulting in even ground combat. The even layers of the ground nulled the sheev spin, as there was no low or high ground to spin from

Note that when he has Sheev below him he can't even manage to give him the final blow, also while it's true that Dindu was the best of the five Jedi there, it should be clarified that Sheev spin attack while incredibly powerful only lasts about 20-30 seconds, after managing to kill the other 4 Jedi the Spin effect wore off and he wasn't able to kill Dindu in time, if it were only Dindu Sheev would have slaughtered him in a few seconds while under the effect of the Spin attack while he's virtually undefeatable (yeah maybe Obi One's uneven ground could stop his spin charge but that's up to debate), hence why Dindu never gets close to him while the other Jedi are fighting Sheev, because he knows that Sheev could cut through him like carving a cake while Speen-charged, hence why he keeps his distances during the first 30 seconds of the fight
