Sainz has been outperforming Kvyat by quite some distance, I would say that the points difference between them lines up pretty equally to the overall differences in performances between the two.
Kvyat has been just about shocking for Toro Rosso, it's not Palmer-tier, but he's not that far from it either.
If they were closer, maybe they would've kicked Sainz out and indirectly kick Palmer out to let Sainz drive there already and go with Kvyat-Gasly, but that's just not the case.
Not to mention that from the top of my head, Kvyat ordered his team to stay quiet and crashed out within 3 laps of the radio message twice this season and that he also basically crashed out his teammate at Silverstone. Objectively, he's been shit. Much shit.
Of course, you're going to keep Sainz, that makes perfect sense, plus the situation with him has been resolved, so whatever conflict there was, does not compensate for Kvyat's lack of pace, not by a long shot.
