Those who control the capital control the whole country. every kind of power be that financial, government, military, security, law, health, education, commerce and what not is contained somewhere of the 16 municipalities the mexican capital has.
Anything else besides mexico city is always in second place and that's why there's so much recentness on the capital. Is extremely hard to find good opportunities outside mexico city but at the same time those opportunities are limited to those already living there and coming from the country to the capital is a hassle. If I remember correctly, Ottawa was chosen because it was further away from the American border than Toronto, and because it straddled the line between English speaking Canada and Quebec so it represented unity or something.

Because Berlin was the capital of Prussia and the Prussia was the leading state of the German Empire. Berlin itseld became the capital of Prussia because their original capital Königsberg was in bumfuck nowhere and everyone there got killed by the plague, meanwhile in Berlin they had just built an important canal and lots of well educated French refuuges settled in the city, making it very rich.
